Association of Liberian Construction Contractors
ALCC 5 year (2018-2022) strategic objectives developed under 5 pillars
Pillar 1 Leadership and organizational development
Under this objective, ALCC set up a training department, established a trainers’ pool, recruited a training coordinator, a tradesmen department was set up and to date has recruited more than 200 trade persons from across the country of which a sizeable number have been officially accredited as practitioners in their respective trades. A Tradesmen Coordinator was also appointed.
Moreover, in 2018 ALCC management introduced the decentralization program; a management handbook was prepared in 2019 that is currently in use. An integrated expert was seconded by GIZ CDTS project to support the management and organizational development of the ALCC.
The ALCC constitution came under review in 2021, and in 2023 ALCC was enacted by the Liberian National Legislature as the body responsible for coordinating construction works in Liberia.
Pillar 2 Membership management
Activities under this strategic objective/ pillar are membership database and communication.
In 2018 a communication strategy was prepared with technical support of GOPA consulting firm hired by GIZ CDTS project to support ALCC. ALCC’s membership database was upgraded and improved. Female members of ALCC were also organized as Female Construction Contractors (FCC) and supported to increase their visibility and potentials in the Association. A leadership structure was put in place including a coordinator and secretary.
ALCC’s corporate identity was developed, and a series of radio talk shows were held on Liberia Broadcasting System (LBS). Workshops were held with selected contractors from the counties to sensitize them about the reform that was taking place in ALCC.
Pillar 3 Services
Activities earmarked to achieve this pillar/ objective was improving membership registration and certification procedures, advocacy and networking, training, financial services improvement and set up of an equipment pool. The registration procedure of ALCC was improved using on-line registration services, ALCC services to construction contractors in the fifteen counties of Liberia was decentralized, financial services were also improved enabling contractors to remit annual registration fees through mobile money payment and banking transaction. To achieve this, several trips were made to the counties; contractors were mobilized and organized into clusters.
Further, ALCC set up an on-going advocacy mechanism to promote employment potentials for trades-persons in the forms of internship and employment contracts with contractors/ construction companies. Training courses on financial management, bid preparation, decentralization concept, solar installation, orientation workshop for trades’ persons, among others, have been offered.
Pillar 4 Partnership & alliances
Accordingly, networks were built with some partners to include Ministry of Public Works (MPW), Engineering Society of Liberia (ESoL), Liberian Institute of Architects (LIA), local government authorities in the counties, and contract awarding institutions. In January 2019 the Association signed a MoU with the MPW against the goal to promote quality in work performance and empowerment of construction contractors through implementation of the Liberia Small Business Act. Similar MoU was signed between ALCC and BWI on May 1, 2019. And ALCC became a co-owner of the Gateway Vocational Training Center in Bentol City, Montserrado County. Through ALCC‘s active partnership with GIZ CDTS project, GVTC was constructed as a TVET center under the leadership of the private sector in Liberia. It was officially dedicated on May 6, 2024 and runs courses in electrical and solar installations, plumbing and pipe fittings, woodwork trades, and road maintenance & construction. ALCC is also a member on the GVTC board of directors along with Ministry of Education, Ministry of Youth and Sport, Engineering Society of Liberia, Liberian Institute of Architects, and Firestone Liberia.
Pillar 5 Fundraising
Key activities under this pillar/ objective were income generation projects and charity. The trades’ persons program brought in some meagre revenues through payment for accreditation, and the female construction contractors undertook a one day volunteer road maintenance action on Crown Hill, Carey and Benson Streets intersection to fill in pot holes. The 2nd tenure of Engr. Sackie Johnson’s leadership is determined to undertake more actions under pillar 5.
